This opinion provides guidance on whether an employee who was detailed to an agency several weeks before their departure from District government is banned from contacting that agency under the one-year cooling off prohibition of the post-employment restrictions. We concluded that the employee had two former agencies for the purposes of the cooling off period, and that the employee is prohibited from appearing before both of them.
