"Respondent violated District Personnel Manual ("DPM") § 1807.1(b) by working at Giant Food Store ("Giant") during the same times he reported working for Metropolitan Police Department ("MPD"), using a MPD vehicle as a means of transportation to and from his outside employment at Giant, and not being available for duty at the time he committed to work for MPD."
