District employees may host “meet and greet” events for partisan political candidates because the Local Hatch act allows employees to take an active part in political management and campaigns. In doing so, however, employees must not engage in fundraising. Fundraising is defined as knowingly soliciting, accepting, or receiving apolitical contribution from any person and includes “cost-of-attendance” or donations to events, such as meet and greets.This opinion answers the question of whether employees are permitted to host meet and greet events for District political candidates.
